In her blog entry, Verma directly references remarks by Trump — given on HHS property, to HHS employees, during regular work hours, shortly be the elections — in which he criticizes a political party. What she's doubling down on is her Hatch Act violation. 

And, thanks to @ddiamond, we now know Seema Verma's activities were part of a partisan campaign strategy for the midterm elections, coordinated directly out of the White House, that intentionally misused official authority to influence the elections. 

It will be interesting to see what @US_OSC does with @NoahBookbinder's Hatch Act complaint against Seema Verma.
