I have no sources on this one, but here is the TL/DR: Russia undertook a number of major operations against the West before this one, the big one.
First, Russia intervened in Canada's election, against Harper, whom Putin hated, in #OpFuckHarper (Trudeau did not collude). Second, in #indyref, for @AlexSalmond, now of Russia Today. Third in Brexit in the UK, (after assisting Corbyn in GE15). Then the 2016 election for Trump.
I suspect, (no certainty/ sourcing, an educated guess only) that the Clerk of the House and Sgt At Arms are being investigated for collusion in the first of these attacks, and that @csiscanada instructed on the element of surprise.
