🔥Philadelphia! The Philly Election Commission has voted to buy an insecure new "Hybrid" voting system, the ExpressVote XL, that security experts warn against.

"ExpressVote XL machines cost $15–20 million more than any other voting system, and that doesn’t even include costs for warehousing and moving these 300-pound machines."

4/ "We have been meeting w/ Councilmembers for the last several weeks to explain the issues & tell them our city can’t afford to throw away that kind of money—especially on a system that is not trustworthy, leads to long lines, & has limited backup options when it breaks down."

5/ On 5/7/19, "the City Commissioners will defend their budget requests to City Council. Join us in the gallery as Councilmembers—hopefully—ask some tough questions. We are hoping for a large and visible showing! Join us, and bring friends, neighbors, relatives."

6/ "You don’t need to be a Philly voter to care about this issue. Philadelphia plays a key role in national and statewide elections.

Bring photo ID and enter at the northeast corner of City Hall. Leave yourself extra time to get through security."

7/ "If the seats are full on the 4th floor, there’s more seating up in the balcony. The hearing may last up to three hours or so but please try to be there from the beginning."

8/ "For visibility, we ask you to wear a white shirt and bring a handheld sign that Councilmembers can read at a distance. Large banners and signs mounted on sticks or poles are not allowed."

14/ Here's a link to an article I wrote a few months back about the situation in Philadelphia with the ExpressVote XL and voting machine vendor ES&S: 

15/ In addition to being a dangerous “Hybrid” (scanner with integrated ballot marking device), the ExpressVote XL is a “BarcodeVoting system, which means that a barcode is the only portion of the machine-marked paper ballot counted as your vote! Humans can’t read barcodes!

16/ And the voting machine vendor for this system is ES&S, which has donated $30,000 to help elect Republicans to state office. #NotOkay 

17/ ES&S is also the voting machine vendor that recently admitted to installing remote access software. via @KimZetter 

18/ Although ES&S initially claimed to have installed remote access software in only a small number of jurisdictions, it later acknowledged the number is somewhere around 300.

19/ Remember when a forensic analysis found that an ES&S voting system in Pennsylvania had been "remotely accessed" on "multiple occasions" by an unknown computer, and then ES&S & the county shut down further analysis? 

20/ Please don’t buy another sketchy electronic voting system from ES&S. Please help stop Philly’s inexplicable insistence on buying the ExpressVote XL. Pls reply ✅ if you can attend the hearing tomorrow. Thank you.

21/ P.S. If you attend the hearing, please mention that Pennsylvania's "Blue Ribbon" Election Security Commission warned against barcode voting systems like the ExpressVote XL! The local news keeps ignoring this CRUCIAL POINT. TY. @ChrisDeluzio @PittCyber
