Agree that counterintelligence reasons are strong(er) grounds to obtain returned. But remember that POTUS is prohibited by law (bc of Nixon) from obtaining tax returns. So if Congress doesn’t have oversight over enforcement, Mnuchin is effectively a king in his own fiefdom. 1/

It would make no sense for Mnuchin to be able to operate with no oversight from his own branch or any other. Combined with Congress’ power to tax and legislative intent of law, I think argument for oversight of enforcement is not as thin as it seems.

corrected me that POTUS has authority under (g)(1) -- which I thought was restricted to grounds specified in (g)(2), but it is not (generally) -- though the POTUS authority is itself subject to congressional oversight. Discussion thread here
