This WH effort may sound technical but it's very concerning. It would add another layer of bureaucracy to an agency mired in bureaucracy. But the really bad news is that it would increase the administration's ability to politicize govt functions that should not be politicized. /1
The agency the WH wants to break up, OPM, supervises personnel policy for the executive branch and (with 2 smaller agencies) administers the merit systems principles, which strive to ensure that non-political experts carry out various front-line functions of govt objectively. /2
The WH wants to pull OPM's regulatory authority into the Executive Office of the President, presumably so the administration can try to make it easier for Trump appointees to fire career federal employees whose loyalty is to the American people rather than to Trump personally. /3
The WH wants to dump the rest of OPM into the General Services Admin, presumably in the hope that OPM will become less effective at guarding the merit systems principles that strive to protect us all against the government's day-to-day services being overly politicized. /4
