Mueller: "We did not ... make a determination to whether the president did commit a crime," and charging the president with a crime was not an option that could be considered due to DOJ policy.

Pres. Trump on Twitter: "Mueller would have brought charges, if he had ANYTHING."

Mueller explained that guidance "explicitly permits" investigating a president, but accusing of committing a crime is governed by different rules.

"The Constitution requires a process other than the criminal justice system to formally accuse a sitting president of wrongdoing."

Mueller on the obstruction investigation: "As set forth in our report, after [the] investigation, if we had confidence that the President clearly did not commit a crime, we would have said that."
