The Mexican negotiators convinced the US their entire approach to enforcement was changing. One Mexican document called the 6k National Guard deployment “the first time in recent history that Mexico has decided to take operational control of its southern border as a priority”

Mexico has repeatedly declined US offers for financial assistance to cope with asylum seekers deported by MPP. But this too has changed under new deal, and “tens of millions” in unused State Dept refugee funds will go to migrant aid programs in Mexico via NGOs, likely UNHRC, IOM
