Election insiders use “voter marked paper ballots” & “paper ballots” to mean either HAND marked paper ballots or MACHINE-marked w/ barcodes & summary text that NASEM says is “virtually unusable 4 verifying voter intent.” To avoid ambiguity, pls specify #HANDmarkedpaperballots. 1/

From the 2018 NASEM report: “Unless a voter takes notes while voting, BMDs that print only selections with abbreviated names/descriptions of the contests are virtually unusable for verifying voter intent.”  2/
