I think the question from the IG report is — and I am calling on expert @MarkSZaidEsq to answer — if you are the FBI Director and believe your boss is asking you to break the law AND said boss controls normal reporting chains, how do you legally a) preserve evidence & b) report?

Remember that the ultimate remedy here is the appointment of a Special Counsel, which Comey correctly identified. However, per the SC regs, only the AG or DAG can a point a Special Counsel. Here, the AG was recused and the DAG himself PARTICIPATED IN THE OBSTRUCTIVE ACT

Sooooo...seems like the normal channels in which one might report are not available
