The mysterious nation behind the iOS exploits was China. The target was Uyghurs. A surveillance state without bounds or parallels.  https://techcrunch.com/2019/08/31/china-google-iphone-uyghur/ 

"[The watering hole websites] were indexed in Google search, prompting the FBI to alert Google to ask for the site to be removed from its index to prevent infections... A FBI spokesperson said they could neither confirm nor deny any investigation, and did not comment further."

We're going to learn a lot more about this story. The fact that the FBI tipped off Google is quite a twist in this story. This implies to me that this may have been another attack on western users; the goal may have been to lift Uyghur contacts from dispora and journalists.

During the 'Strike Hard' campaign, many Uyghurs living abroad were contacted by Chinese police & law enforcement through WeChat, requesting information about them and their mainland family members. The timing of these iPhone exploits lines up. The vacuumn went global.
