Am I correct, looking at Sanders' climate plan, that he proposes to have ALL internal combustion vehicles off the roads by 2030? That seems ... not possible. I certainly don't see anything in the plan that would enable it. What am I missing?

The plan has "$2.09 trillion in grants to low- and moderate-income families and small businesses to trade in their fossil fuel-dependent vehicles for new electric vehicles."

And also "$681 billion for low- and moderate- income families and small businesses for a trade-in program to get old cars off the road."

Close to $3 trillion to get every single ICE vehicle off the road. I really have no idea if that's practicable, but YOLO, etc.
