How does Twitter decide what constitutes an issue ad?

Twitter will not be the first to have to make tough calls as to what constitutes an issue ad. But they seem likely to be far tougher on social media than broadcast, because the bar to make a Promoted Post on Twitter is so much lower than creating and placing a TV ad.
I know people are excited that Twitter's taking a stand, and I appreciate that they're taking these questions seriously. But the inclusion of "climate change" here is an example of why I think banning political ads is more problematic than it might seem.
