1) Superb article.
All I could think about while reading it was “The Guns of August” and the institutional failures, flawed assumptions and misjudgments that led to World War I which all participants believed would last only a few weeks.
2) The failures were at multiple agencies, at multiple levels of government and across both political parties.
i.e. My impression is that NYC initial response might have been worse than the initial Federal response.
3) Successes have been bipartisan as well. Newsom in California and DeWine in Ohio.
Although obviously no response mattered more than the Federal response.
