Not sure how believable Bolton re Russian bounties “intelligence assessment” but wouldn’t be a surprise if Russians were paying militants to kill US troops—that’s exactly what US did in ‘80s — recruited and paid militants via Pakistan and Saudi Arabia to kill Soviet troops.
The 2007 Tom Hanks movie (Charlie Wilson’s War) documented how US paid militants (then called freedom fighters) bounties to kill Soviet troops, drive them out of Afghanistan in the 1980s. Wilson was a cocaine-snorting Congressman from Texas, under investigation from Giuliani.

While US schools in inner cities went without adequate funding, creating a host of societal problems, including crime and soaring drug use, US was funneling billions of dollars to militants in Afghanistan, led by a Congressman eager to deflect attention from his own drug use.
