Doug Ducey previously ran ice cream chain Cold Stone Creamery, ranked among 10 worst franchises in terms of Small Business Administration loan defaults. During Ducey's gubernatorial campaign, press accounts revealed that some of his relatives were involved in organized crime.

Though Doug Ducey likes to project an image of self-made success (possibly to deflect from his organized-crime family) under Ducey, Cold Stone Creamery received US Small Business Administration-backed loans and the franchise had a 30% default/failure rate.  https://www.phoenixnewtimes.com/news/special-report-arizona-gubernatorial-candidate-doug-ducey-hails-from-an-infamous-ohio-organized-crime-family-6641580

Like Florida, Arizona’s economy has an over-reliance on tourism, entertainment and retail.
When Doug Ducey served as Arizona state treasurer, he successfully campaigned against a one-cent state sales tax, which would have helped ameliorate Arizona’s coronavirus-ravaged budget.

The WHO recommends that states aim for a coronavirus positivity rate of under 5% before making decisions about reopening. Positive rates:

Arizona - 26.8%
Mississippi – 23.8%
Florida – 18.9%
South Carolina – 16.9%
Texas – 14.4%
Alabama – 14.1%
Nevada – 13.7%
Georgia – 13.2%
